Jobless rate is the portion of population without jobs (including those who don't seek it), whereas unemployment rate is the portion of population that is seeking jobs that doesn't have them. My guess would be that the jobless rate, in this context, meant all people without jobs, not just those in the work force. So, it could be the unemployment rate + those not in the labor force. However, normally, the "jobless rate" is interchangeable with the "unemployment rate."
